US Congressman. He graduated from Pennsylvania's State Teachers College in 1911, and received bachelor's (1914) and law (1915) degrees from the University of Michigan. He practiced law in Grand Rapids Michigan until joining the Army for World War I, serving at Camp Dodge, Iowa as a First Lieutenant of Infantry. After the war he moved to Des Moines, where he continued to practice law, also serving in the Iowa National Guard from 1920 to 1923. From 1933 to 1937 Cunningham served in the Iowa House of Representatives. In 1940 he was the successful Republican candidate for a seat in the US House of Representatives, serving nine terms, 1941 to 1959. As a Congressman, Cunningham was one of the authors and sponsors of the post-World War II GI Bill. He was an unsuccessful candidate for reelection in 1958, afterwards resuming the practice of law until he died suddenly of a heart attack while preparing to attend a Sunday morning church service during his summer vacation.
