William was born on June 15, 1896, in Union City, PA, to William H. Gillett and Blanche (Clough) Gillett.

When his father died in 1898, his paternal grandparents (Abraham and Caroline Gillett) and two aunts (Maude and Martha) raised him.

He served in the US Army during World War I. He was a drum major with the 11th CAC Band at Fort H.G. Wright, Connecticut.

William married Margaret Minora Foster on October 25, 1920, in Westfield, NY. They had four daughters (Marilyn, Anabel, Martha, and Maxine), and one son (William E.).

William retired from the Pennsylvania State Police in 1939. During World War II, he was in charge of night security at the Aero Supply of Corry. He also worked for seven years as control operator for the Union City Fire and Ambulance Department. For many years, William wrote a weekly column for the Brown-Thompson Newspaper.

He was a charter and life member of the LeBaron Post 237 of the American Legion; a life member of the John Krol Post 6773 of the VFW; a life member of Moose Lodge 344, New London, CT; a member of the Eureka Lodge 366 F&AM; and a life member of the Union City Fire Department.
