He was born 28 October 1861 in Portsmouth, New Hampshire to John Sullivan and Elvira Wallace Odiorne Rand. He had five siblings Jasper Charles (1860-1925), Luella Elvira (1863-1934), Irving Wallace (1866-?), Charles Benjamin (1869-1954), and Henry (1873-?). He died 19 November 1942 while he was in office serving on the Oregon Supreme Court. He died in Oregon---not sure where. He was married to Edith Gonzaga Packwood---they had two children Irving (1896-1978) and John Langdon Rand Jr. (1901-1962)
