The chief civil engineer of the St. Paul and Pacific Railroad. The first railroad locomotive was named "William Crooks" in his honor.

William Crooks joined the Union Army on 8/23/1862 as a Colonel and was commissioned into Field & Staff MN 6th Infantry. He was a Cadet at West Point in 1850. He resigned on 10/28/1864.
