Hiram was the first child of noted Iowa City brickmaker Nicholas Oakes and his wife Mary Shafer. Hiram moved with them to Iowa City in 1855, and later worked in his father's business. The large brick house in Iowa City which Nicholas built, and in which Hiram grew up, was later owned and restored by noted artist Grant Wood. It appears in the background of Woods' painting, "Parson Weems' Fable."

Hiram married Anna Cornelia Conrad on April 3, 1879. They had at least seven children: Florence ("Flossie"), Claude, Donald, Hazel, Hiram Jr., John Clay, and an unnamed infant.
