Civil War Congressional Medal of Honor Recipient. Served in the Civil War as a Private in Company K, 29th Massachusetts Volunteer Infantry. He was awarded the CMOH for his bravery at Fort Sanders, Knoxville,Tennessee on November 29, 1863. His citation reads simply "Capture of flag of 16th Georgia Infantry(C.S.A.)". The daring manner he captured the Confederate flag is not reflected in his citation, however. During Rebel assaults on Union fortifications in the Knoxville Campaign, Private Manning found himself inadvertently cut off from the rest of his regiment. He joined with infantrymen and artillerymen of other units to help repulse repeated charges on his position. After one unsuccessful attack a group of Confederates took up positions near the Union lines in a large ditch. Private Manning, using the cheers of nearby Union troops as a deception, jumped into the ditch alone and demanded the surrender of the 16th Georgia's color bearer and 200 other rebel soldiers. The troops surrendered to him, thinking he was onlt the first of many Union soldiers approaching them. Private Manning's bluff held the rebels in place long enough for other Union troops to come by and secure the prisoners. Upon returning to his own lines he was personally congratulated by Army commander Major General Ambrose Burnside. His Medal was issued to him on December 1, 1864, two days after his heroism.
