Son of the late John E. Oxley, Sr. & Anne W. Branson Oxley.

He is survived by his sister, Virginia Oxley West; nieces, Lisa West Frazier & Amy West Liedstrand; four great-nephews, one great-niece, and other relatives.

He was a graduate of Georgetown Preparatory School in Bethesda, MD, attended Washington College in Chestertown, MD, and a graduate of the American University in Washington, D.C.

Mr. Oxley was founder and president of Oxley Insurance and Bonding Company, founded in 1957, and now known as the Oxley & Goldberg Insurance Agency.

He was a lifelong member of the Christ Episcopal Church in Rockville, MD, and served as an acolyte choir member, Sunday school teacher, St. Anne's member and usher. He was a Charter Member of the Rockville Exchange Club, and the Rockville Lions Club.

He was also a member of the Montgomery County Board of Realtors, Montgomery and Prince George's County Independent Insurance Agents Associations, and a former member of the Congressional and Lakewood Country Clubs.

Interment followed funeral services conducted at the Christ Episcopal Church in Rockville, on Saturday, December 19, 2009. The Hilton Funeral Home in Barnesville, MD, was in charge of the arrangements.
