Civil War Union Brevet Brigadier General, US Congressman. Born in Scotland, his family immigrated to the Canada in 1842, where they lived for a number of years before settling in Auburn, New York. A young lawyer pre-war, he enlisted in the Union Army in September 1861, and was commissioned as Captain and commander of Company A, 75th New York Volunteer Infantry. He served in that duty until August 1862, when he was transferred to the 111th New York Volunteer Infantry and promoted Lieutenant Colonel. When the unit's commander, Colonel Jesse Segoine, was discharged due to disability in January 1863, Clinton MacDougall promoted to Colonel and commander of the regiment. At the July 1863 Battle of Gettysburg, he led his men as they participated in the repulse of Picketts' Charge on the Third Day (July 3), being seriously wounded in the action. Upon his return to action he would find himself in brigade command. He was brevetted Brigadier General, US Volunteers on February 25, 1865, and was honorably mustered out on June 4, 1865. After the war he became a successful banker, and was elected as a Republican to represent first New York's 25th Congressional District, then the 26th Congressional District in the United States House of Representatives, serving from 1873 to 1877.
