Inez was born to Emanuel Harman and Juliann (Alford) Harman, who lived in the Kenton, Ohio area. She married Clarence Omar Phillips. Clarence died of appendicitis on December 11, 1903 at age 27 years. At the time her son Ray was only 3 years old.

Inez and Ray continued to live on the farm with David and Mary. When her son Ray and his cousin went to work in the Steel Mills in Youngstown, Ohio during WWI, it is said Inez also went there to take care of the boys. She also lived in Forest, Ohio with her son Ray and his wife Mae A. (Burson) Phillips. She worked at the "Boston Store" in downtown Forest, and also did some laundry and ironing to make money.

Later, Inez was living on the farm in Delaware Township, Hancock County with Ray and his wife Mae. On October 20, 1939, their son Kenneth when returning from school found her in the house deceased.
