Lewis was born to Nicholas and Margaret Pertain in New York City. He was the fourth of nine children.

Lewis Pertain, gave his heart to Jesus under the fiery preaching of Salvation Army Commissioner George Scott Railton, the Army's arrival in New York in 1880. Lewis was registered officially as the Army's second convert in the United States.

He served as a soldier (member) of an Army church, the Brooklyn No. 1 Corps, for more than 40 years. He held a number of offices, including lay leader ("corps sergeant–major" in Army language). The woman who became his wife was a former Salvation Army officer, from Philadelphia. Captain Amelia Albright and her sister Anna are thought to be the first two American–born Army officers. Another of these sisters, Lt. Colonel Josephine Albright, became one of the few female divisional commanders in the country. (Source: Priority! magazine, Summer 2008, vol.10, no.2)

He married Amelia Albright in about 1881. At the time that he met Amelia, his occupation was listed as a book agent in the 1880 census. It is likely that Amelia's father, also in the book and printing business, was the reason that Lewis and Amelia would meet.

The listing in the 1900 census shows Lewis now in the coal and ice business, probably having a delivery route. In the 1910 census, he occupation is also listed as have an ice route. By the 1920 census, Lewis was now age 67, still in Brooklyn, and his occupation is listed as a messenger for the telegraph company. He was living with Amelia and his son Lewis Jr. (now age 35) was at the home as well. His son's occupation is listed as a waiter in a restaurant.

Lewis and Amelia had eight children. The 1910 Census, it shows that they also have an adopted 10 year old daughter, Mabel.

2. Charlotte A. Pertain, (1884-1886), did not reach her second birthday.
3. Lewis Franklin Pertain, (1885–1966), m. Susan M. Cole (had three children).
4. George H Pertain, (1887–1966), m1. Irene Curley (had two children); m2. Celia Kane (no additional children).
5. Charles Albright Pertain, (1888–1968), m. Leah Andree (had two children).
6. William R. Pertain, (1892-1899), died young at age seven.
7. Edward S. Pertain, (1895-1896), lived ten months.
8. Margaretta A. Pertain, (1897-1899), died young at age two.
9. Mabel Pertain (1900– ), m. Walter Jones.
