C. Ethel Ballard, age 92, died Friday, April 20, 1984 at Memorial Hospital of Natrona County in Casper, Wyoming. Mrs. Ballard was born October 6, 1891 in Fairfield, Nebraska the daughter of John T. and Milanda Ann (Sellers) McMillan. She was reared and educated in Fairfield. She married Arthur Edward Ballard on March 29, 1911 in Edgar, Nebraska. They moved to Wyoming in 1918 and homesteaded north of Douglas, later moving into Douglas, until 1943 when they moved to San Fernando, California. Following the death of her husband in 1953, Ethel spent the winter months in California and the summer months in Wyoming. When Irwin Towers was completed, she moved to Douglas permanently where she resided until the time of her death. She is survived by two sons, Dale of Douglas and Forest of Gilde, Oregon; two sisters Mary Van Amburg of Bloit, Kansas and Frances Weston of Newhall, Calif.; three grandchildren, Russell Ballard of Custer, So. Dak.; Sue Alford of Casper, Wyoming and Penny McDonald of Simi Valley, Calif.; and three great grandchildren Diane and Donna Ballard both of Custer, So. Dak. and Steven Parks of California. She was preceded in death by her parents; husband Arthur Ballard in 1953; one son Kenneth in 1915; one daughter Mary Ann in 1938; five brothers and sisters.
