Ida Turney Carter was born April 13, 1860 in Litchfield, Connecticut, the daughter of Dr. and Mrs. Daniel Turney. Later, she was known as Ida Dawley after her stepfather, Judge Dawley. She married William H. Carter on October 27, 1880. Her husband who died in 1925 commanded the Central Department in Chicago during World War I. He was awarded the Congressional Medal of Honor for bravery when a lieutenant in the 6th Cavalry for rescuing wounded soldiers under heavy fire from Apache Indians in 1881 at Cibicu, Arizona. She had lived in the District of Columbia for many years and was active in the Army and Navy Chapter of the Daughters of the American Revolution. She died on Tuesday, January 18 1955 at her home, 4425 Garfield Street Northwest. Survivors included her son, Brigadier General William V. Carter, United States Army, retired of Shelter Harbor, Westerly, Rhode Island and the District of Columbia and three grandsons: Woodbury Carter of the District of Columbia; Leigh Carter of Cleveland, Ohio and 1st Lieut. David G. Carter of Fort Belvoir, Virginia. Services were held at St. Alban’s Episcopal Church at Massachusetts and Wisconsin Avenues Northwest. Interment was in Arlington National Cemetery.
