New Jersey Congressman. He was born in Jersey City, New Jersey. Born into a political family, he was the son of the Assistant U.S. Attorney General, Thomas J. Tumulty, and the nephew of Joseph P. Tumulty, Woodrow Wilson's personal secretary. After graduating from Seton Hall University and the John Marshall Law School, Tumulty became a lawyer in Jersey City. He started out as a Republican and a member of the "Anti-Hague Young Republicans", but later switched to supporting Jersey City mayor, Frank "Boss" Hague. He became a professor at Seton Hall in 1940. In 1943, Tumulty joined the U.S. Army and fought in World War II. He returned to serve in state government from 1944 to 1952. During that time, Tumulty taught at St. Aloysius High School in Jersey City. He married Ann McGarry in 1946. He was a member of the Democratic National Convention in 1952. In 1954, Tumulty was elected to the U.S. House of Representatives. He served in the 84th Congress where he was an early backer of John F. Kennedy. Tumulty was voted "Most promising freshman" by his colleagues in the House of Representatives. Despite this, his re-election bid failed in 1956 during the Eisenhower presidential landslide. After his career in Washington D.C., Tumulty served in various civic functions in Jersey City, including Deputy Mayor. In 1967, he was named to the Superior Court of New Jersey, where he served until 1972.
