The daughter of Henry Charles Weigel and Levada Wieneke, Elsie married Charles Rochelle "Carl" Dixon, Jr. on 24 Apr 1935 in Calhoun County, Illinois. They were the parents of 2 children.

Elsie was a homemaker and social worker. She handled cases of abused and neglected children through the Illinois Department of Children and Family Services for 12 years.

Carl was a long-time employee of the McDonnell-Douglas Corporation. He also was a farmer.

Elsie was a board member of the Calhoun County Home Bureau, and served as the county treasurer. She was the chairman of the Calhoun County Home Economics Extension Council for a time, and was a charter member of the University of Illinois Cooperative Extension.

She was a member of the Illinois Valley Economic Development Corporation for 15 years. She served on the board of directors for a part of that time.

Elsie was a member of St. Matthew Lutheran Church in Brussels, and was a charter member of the Doras Society. She belonged to the Batchtown Womens Club and the Women's Legion Auxillary. She worked with 2 MOM's Clubs, which stood for Mercy Over Many, whose primary goal was to distribute clothing to the needy.

During the Nixon Administration, she was chosen to attend the third National Rural Leadership Development School. She was also appointed to the Governor's Advisory Committee on Child Abuse.

Carl passed away in 1979.

Elsie then married a widower named John F. Hoene, Sr., whose first wife, Agnes Mary Korte, died in late October of 1970. His only child, John F. Hoene, Jr., died in 1925 when he was 16-months-old.

A World War I Marine vet and native of St. Louis, Missouri, John owned a ranch in South Dakota immediately following his time in the military. He then returned to St. Louis and went into real estate. In 1929, he began working as a salesman at Korte Realty and Loan Company, a business that was owned by his first wife's father. John bought the business after his father-in-law died in 1930.

John was active in efforts to restore the Shrine of St. Joseph in downtown St. Louis. He was a lifetime board member of the Pallottine Renewal Center in North County, and he belonged to the Knights of Columbus.

In 1986, Elsie helped organize the Lutheran Child and Family Services in Hardin, Illinois. She was extremely active in the organization for many years. She served as the director of its Christian Care division, which provided food, clothing, kitchen utensils, bedding and other items to people in need.

She was a charter member of the Calhoun County Historical Society.

John died of infirmities at Village North Manor in Florissant in 1993 at the age of 96.

Children from second marriage: None.

Elsie remained active doing community work well into her later years. In 1998, she was the Grand Marshal of the Calhoun County Fair parade.

The following year, she was featured in a story in the Alton Telegraph entitled "Calhoun's Unsung Angel." (28 Feb 1999) Another article about her was published in 2004 that described her 18 years of service with Lutheran Child and Family Services Center in Hardin. The paper reported that then 88-year-old Elsie was used to the harsh winters in Calhoun County, but thought nothing of driving her four-wheel drive truck with a load of items for the many families who depended on her. (09 Dec 2004) She continued her volunteer work until declining health finally forced her to retire.

Elsie passed away at the Gardens of Richardson Nursing Home in Richardson, Dallas County, Texas. At the time of her death, she was 94 years, 2 months and 22 days old.

She was survived by 2 daughters and their spouses; 4 grandchildren; 7 great-grandchildren; and 2 great-great grandchildren.

In addition to both of her husbands and her parents, Elsie was preceded in death by a grandson, Daniel Hartmann; 2 brothers, Ray Weigel and Walt Weigel; and 1 sister, Elda Jacobs.

Funeral services were held at St. Matthew Lutheran Church in Brussels, Illinois at 11 a.m. on the morning of 26 Aug 2010. She was buried in the church cemetery next to her first husband, Carl.

The family requested that memorials, if desired, be made to St. Matthew Lutheran Church, Calhoun Ambulance or the Batchtown Fire Department.
