Hugh was born to Anna and Alfred Denney.

He had five older siblings Edwin, Lela, Elbert, Florence and Harry. He had three younger siblings Frances, Rachel Hannah and Frank Alfred.

Hugh graduated from high school and attended one year of college, according to the 1940 Census.

He married Harriett, they had at least two children Rodney Lee and Rachel. Rodney married Shirley Rockwell and they had at least two children Robert and Anna.

Hugh served in both World War II and Korea. In 1940 he was living in Washington on base. He enlisted for the Hawaiian Department on March 29, 1946 at Fort Snelling in Minnesota.
