Son of James Neville and his 1st wife Jeanette Adams. He married Mary G. Jones, daughter of Gabriel and Lucinda M. Jones, of Illinois on May 25, 1885. He and Mary had one son, George Gabriel Neville. He studied law and in 1889 passed the bar examination and was admitted to practice, although he never followed this profession as a practitioner. He had mercantile interests at Chester, Illinois until 1895, when he moved to Saint Louis and took a clerical position with the F. W. Humphrey Company until 1901. At that time he entered the city collector's office where he remained until his death.

He died at Jewish Hospital of a heart attack. His residence before death was 9 Southmoor Drive, Clayton, St Louis County, Missouri.
