The son of Jacob & Catharine Christina (Shaffer) Beckner, in 1860 he was a laborer living with his family in Waynesboro, Franklin County, Pennsylvania. He stood 5' 4" tall and had brown hair and brown eyes.

A Civil War veteran, he enlisted at the stated age of seventeen (indicating he had or should have had parental permission) in Chambersburg September 2, 1864, mustered into federal service that day as a private with Co. E, 17th Pennsylvania Cavalry (162nd Pennsylvania), and honorably discharged with his company June 16, 1865, at Clouds Mills, Virginia.

He married Laura V. Kolb ca. 1868 and fathered Harry Matthew (b. 01/01/72), Clayton Ramer (b. 08/18/74), Ida M. (b. 07/??/78), Oliver Grayson (b. 03/06/80), John Jacob (b. 10/04/82), Mary Delisia (b. 03/14/86 - married Clarence Edgar Sanders), and David Calvin (b. 03/11/92). In 1870, he was living with his family in Frederick County, Maryland, and by 1880 in Indiana before returning to Franklin County. On March 28, 1879, he applied for a disability pension and received it. Cause of his death is listed as "mitral insufficiency, interstitial nephritis, [and] arteriosclerosis."

His death certificate claims a March 6 birthday.
