Samuel C. Shimer attended Moravian Boarding School (now, Moravian College); was a farmer; miller; merchant; ticket agent for the Luzerne and Susquehanna Railroad; applicant, Postmaster, Bethlehem, 1885.

He was elected as a Democrat to the Pennsylvania Assembly for the 1864 and 1865 terms. He was not a candidate for re-election to the House for the 1866 term.
He was elected to the Pennsylvania State Senate (1875-1876) and served as a member of the Agriculture, Mines & Mining, and Pension & Gratuities Committees.

He died on October 4, 1885 in Bethlehem, Northampton County, Pennsylvania and was interred at Nisky Hill Cemetery, in Bethlehem, Northampton County, Pennsylvania.

He married Julia P. Meyer. They had three children, Laura Shimer, Mary Catherine Shimer, and Minnie C. Shimer.
