Carlton served as a Seaman, Second Class, U.S.S. Cooper (DD-695), U.S. Navy during World War II.

He resided in Portsmouth, Rockingham County, New Hampshire prior to the war.

Carlton was declared "Missing In Action" when the Cooper was torpedoed and sunk by the Japanese destroyer Take in what became known as the Battle of Ormoc Bay during the war. The Battle of Ormoc Bay was a series of battles fought from November 11, 1944 through December 21, 1944.

The Cooper lost 191 sailors and 168 were rescued by other ships in the area.

The U.S.S. Cooper was awarded one battle star for World War II service.
