Louis served as a Lieutenant Commander and Commanding Officer, USS Shark (SS-174), U.S. Navy during World War II.

He resided in Washington State prior to the war. He was married, however his wife's name is currently unknown. She resided in Winthrop, Maine during the war with family where her and Louis were both originally from.

Louis was declared "Missing In Action" when the Shark was probably sunk by Japanese destroyer Yamakaze with a depth charge east of Manado during the war. He was awarded the Purple Heart.

He was not officially declared as being dead by the military until February 16, 1943.

Louis also has two other "Cenotaph's" in his honor.

One is located as the Angel Hill Cemetery, Havre de Grace, Maryland.
