Having actually gone "Missing" on the above date, he was not officially declared by the military as being dead until February 16, 1943.

Roscoe served as a Lieutenant, U.S.S. Shark (SS-174), U.S. Navy during World War II.

He resided in the District Of Columbia prior to the war. He was married, however his wife's first name is currently unknown.

Roscoe was declared "Missing In Action" when the Shark was probably sunk by the Japanese destroyer Yamakaze east of Manado during the war. He was awarded the Purple Heart.
