Francis served as a Lieutenant, USS Growler (SS-215), U.S. Navy during World War II.

He resided in Annapolis, Anne Arundel County, Maryland prior to the war.

He was declared "Missing In Action" when the Growler was sunk by Japanese vessels west of the Philippines during the war. He was awarded a Purple Heart.
