Having actually gone "Missing" on the above date, he was not officially declared by the military as being dead until December 15, 1945.

Son of Mrs. Louise Martha Miner of Geneseo, New York.

Frank served as a Seaman on the submarine U.S.S. Tullibee, U.S. Navy during World War II.

He resided in Geneseo, Livingston County, New York prior to the war. He also had family residing at 36 Hewit Street, Rochester, Monroe County, New York during the war.

The Tullibee was on it's fourth war patrol in the Palau Islands. She made radar contact on a convoy consisting of a large passenger-cargo ship, two medium-sized freighters, a destroyer, and two other escorts. The Tullibee made several surface runs on the transport and launched two torpedoes from her bow tubes at the target. About two minutes later, the submarine was rocked by a violent explosion. It was only learned after the war that Tullibee's torpedo had run a circular course and she had sunk herself.

Frank was declared "Missing In Action" in this sinking during the war.
