Husband of Josephine Marie Bishop.

Elbert served as a Seaman, Second Class, U.S.S. Brownson (DD-518), U.S. Navy during World War II.

He resided in Buffalo, Erie County, New York prior to the war.

Elbert was declared "Missing In Action" when the Brownson was hit by two bombs from a Japanese dive bomber near New Britain Island in the Pacific during the war. He was awarded a Purple Heart.
