Son of Francis J. Bailey who resided in Syracuse, New York.

Francis served as a Second Lieutenant & Co-Pilot on B-25J #43-27960, 822nd Bomber Squadron, 38th Bomber Group, Medium, U.S. Army Air Force during World War II.

He resided in Onondaga County, New York prior to the war.

B-25J #43-27960 took off from Morotai Air Field (APO #926) on a Harassing Mission over Langoan Airdrome, Celebes, Indonesia. After completing the mission and while returning to Morotai, which was under a "red alert", 1st Lt. Piper sent out the radio message that he was going to ditch his B-25 because he had only 5 minutes of fuel left.

The entire crew was not seen again.

Francis was declared "Missing In Action" on this mission during the war.

He was awarded the Air Medal and the Purple Heart.
