Philip served as a Seaman First Class, USS Monssen (DD-436), U.S. Navy during World War II.

He resided in Canastota, Madison County, New York prior to the war.

Philip was declared "Missing In Action" when the Monssen was sunk by Japanese warships off Guadalcanal during the war. He was awarded the Purple Heart.
