Grover Cleveland (Jack) Carter was the youngest child born to Joseph McCarrol and Eliza Matilda Williams Carter. He was married to Hattie Rosetta Moudy on December 25, 1904 and they had 6 children,Roger Garland, Marlow Wayne, Earl Glenn, Harold Everett, Nell Erwin, and Ruth Irene. He graduated from Paris High School and taught school in Logan county before attending law school in Little Rock. He was admitted to the bar in 1908. He began his law practice in Franklin county and practiced law for 45 years in Ozark. During that time he was Deputy Prosecuting Attorney for several years and served on the Supreme Court. He also served four terms as State Representative from Franklin County. During World Wars I and II and the Korean War, he served on the Selective Service Board and the Rationing Board. For many years he was a member of the Ozark School Board and at one time the Mayor of Ozark. Under Governor Bailey he served four years as Supervisor of Beverages. He was a member of the First Christian Church in Ozark, being present the day in 1910 when the church was dedicated. He was also a cattleman, breeder of Fox Hounds and a fox hunter.
