In 1940, William Moulton lived with his grandmother Ella Mary Moulton on Pearl Street in Burlington, Chittenden, Vermont. William worked as an accountant.

In 1939, William Moulton joined the Vermont National Guard, serving in Company K, 172nd Infantry Regiment. On February 2, 1941, he was called to active duty in the United States Army.

William Moulton was killed in action during the Normandy Campaign of World War II. The National Guard Armory in his hometown (Burlington, Vermont) was renamed Moulton Armory in his honor. After the Guard relocated to larger quarters, Moulton Armory was converted to a community recreation center. It was renamed, but the center still displays a flag and picture honoring the memory of Captain Moulton.
