Summer 2015:

97 years later! What an awesome organization---Purple Purple Hearts Reunited INC. Zach Fike found me thrrough Uncle Sylvester Payne's memorial on Find a Grave. It's great to know that social media can be used to share!
(Zach) On ebay he found the French Governments version of the Lady of Columbia certificate for Sylvester. He paid $40 for it from Alexandria, VA.

The translation on the certificate reads:
To the memory of Sylvester S. Payne
United States of America
Died for Freedom
During the Great War
Tribute of France

NOTE: The Lady of Columbia certificate is the early equivalent of the Purple Heart. This one was issued by France in memory of a fallen soldier.
