Oakley served as a Staff Sergeant in the 1st Regiment, 1st Special Service Force, U.S. Army during World War II.

He resided in Wayne County, New York prior to the war. He enlisted in the Army on August 26, 1942 in Rochester, New York. He was noted as being employed as a typesetter and also as Single, without dependents.

He had family who resided on East Whitney Road, Fairport, Monroe County, New York during the war.

He was first wounded at the Anzio Beachhead on May 25, 1944 and later returned to his unit.

He was "Killed In Action" in France during the war. He was awarded a Purple Heart with two Oak Leaf Clusters.
