He resided in Madison County, Ohio prior to the war.

He enlisted in the Army on April 3, 1941, prior to the war, at Fort Hayes, Columbus, Ohio. He was noted, at the time of his enlistment, as being employed as a Driver and also as Single, without dependents.

Tincel "Died Of Wounds" which he received in action in France on January 3, 1945. He died of those wounds 6 days later and was awarded the "Distinguished Service Cross" and the Purple Heart.

Distinguished Service Cross:

Private Tincel D. Skaggs (ASN: 35032011), United States Army, was awarded the Distinguished Service Cross (Posthumously) for extraordinary heroism in connection with military operations against an armed enemy while serving with the 3d Field Artillery Observation Battalion, in action against enemy forces on 3 January 1945.

Private Skaggs' intrepid actions, personal bravery and zealous devotion to duty at the cost of his life, exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, his unit, and the United States Army.
