Arthur served as a First Lieutenant and Pilot on B-17G "Candy's Dandy" # 42-97071, 418th Bomber Squadron, 100th Bomber Group, Heavy, U.S. Army Air Force during World War II.

He resided in Onondaga County, New York prior to the war.

Arthur was "Killed In Action" when his B-17 was rammed by a German Messerschmitt 109 fighter and crashed near Steinhuder Lake, near Hannover, Germany during the war.

He was awarded a Silver Star, Air Medal with 1 Oak Leaf Cluster, and the Purple Heart.
