Francis served as a Staff Sergeant, 419th Bomber Squadron, 301st Bomber Group, Heavy, U.S. Army Air Forces during World War II.

He resided in Chittenden County, Vermont prior to the war.

He enlisted in the Army Air Corps on November 7, 1942 in Rutland, Vermont. He was noted, at the time of his enlistment, as being employed in the manufacture of textiles and also as Single, without dependents.

Francis died in the "Line Of Duty" of a non-battle related incident during the war.

He had previously been awarded the Air Medal with 2 Oak Leaf Clusters.
