Son of Gertrude Mason Parker.

Willard served as a Staff Sergeant and Right Waist Gunner on B-17F (#41-24533), 365th Bomber Squadron, 305th Bomber Group, Heavy, U.S. Army Air Corps during World War II.

He resided at 629 Harrington Street, Wilmington, Delaware prior to the war.

He enlisted in the Army on January 6, 1942 in Wilmington, Delaware. He was noted, at the time of his enlistment, as being Single, without dependents.

Willard, whose B-17 was shot down by enemy aircraft and crashed near Valburg, Holland on June 22, 1943, became a POW of the German Army. He "Died Of Wounds" while a prisoner at Arnhem, Holland during the war.

He had served in the Air Corps for one year and seven months at the time of his death and was decorated with a Prisoner Of War Medal and the Purple Heart.
