Howard served as a Shipfitter Third Class, S.S. Henry R. Mallory, U.S. Navy during World War II.

He resided in the State of Delaware, exact place currently unknown, prior to the war.

He was declared "Missing In Action" when the Mallory was sunk by a torpedo from German U-Boat U-402 600 miles of the coast of Iceland during the war. He was awarded the Purple Heart.

Service # 7225323

Howard was the only Delawarean on the Mallory.
