Howard served as a Yeoman Second Class, U.S.S. Fechteler (DE-157), U.S. Navy during World War II.

He resided in the District Of Columbia prior to the war. His name here shows "Maryland".

Howard was declared "Missing In Action" when the Fechteler was torpedoed by German U-967 in the Western Mediterranean Sea and sank during the war. He was awarded the Purple Heart.
