Charles served as a Gunner's Mate First Class, U.S.S. Leopold (DE-319), U.S. Coast Guard during the war.

He resided in the District Of Columbia prior to the war.

Charles was declared "Missing In Action" when the Leopold was struck by an acoustic torpedo fired from the German submarine U-255 and sank south of Iceland during the war. He was awarded the Purple Heart.
