Francis served as a Technical Sergeant & Top Turret Gunner on B-17 " Ready Freddie " #42-102937, 412nd Bomber Squadron, 95th Bomber Group, Heavy, U.S. Army Air Force during World War II.

He resided in Charles County, Maryland prior to the war.

He enlisted in the Army Air Corps on December 7, 1942 in Washington, D.C. He was noted as being employed as an oiler of machinery and also as Single, without dependents.

Francis died in the "Line Of Duty" when his B-17, while landing at Duxford airfield, England, clipped a warning beacon on the tower and rolled over on its back and hit an 83rd Fighter Squadron barrack during the war. He had previously been awarded the Air Medal with 2 Oak Leaf Clusters.

Fourteen airmen perished in this accident. Four Crew Members on the B-17, 9 passengers on the B-17, and 1 airmen in the barracks. (see below).
