Romaine served as a Ensign, U.S.S. Fechteler (DE-157), U.S. Navy during World War II.

He resided in Lancaster, Erie County, New York prior to the war.

Romaine was declared "Missing In Action" when the Fechteler was sunk by a German U-Boat in the Mediterranean Sea during the war. He was awarded a Purple Heart.
