Wilbur served as a Radioman Third Class, U.S.S. Partridge (ATO-138), U.S. Navy during World War II.

He resided in Hartford County, Connecticut prior to the war.

The Partridge was hit by a German torpedo on its way to the shore of France and sank during the war.

Wilbur was declared "Missing In Action" in this sinking.

He was awarded the Purple Heart.

Wilbur also has a "Cenotaph" in the East Cemetery, Manchester, Connecticut.
