Elbert served as a Private First Class in the 22nd Infantry Regiment, 4th Infantry Division, U.S. Army during World War II.

He resided in Livonia, Livingston County, New York prior to the war.

He enlisted in the Army on March 16, 1944 at Fort Dix, New Jersey. He noted, at the time of his enlistment, as being employed as a Foremen in manufacturing and also as being married.

He was "Killed In Action" in the Battle of Hürtgen Forest during the war.

He was awarded a Purple Heart.
