Howard served as a Staff Sergeant in the 112th Infantry Regiment, 28th Infantry Division, U.S. Army during World War II.

He resided at 286 Irondequoit Street, Sea Breeze, Monroe County, New York prior to the war.

He enlisted in the Army on April 18, 1941, prior to the war, in Syracuse, New York. He was noted, at the time of his enlistment, as being employed as a routemen and also as Single, without dependents.

Howard was wounded on August 3, 1944 during fighting in France and later returned to his unit.

He was later "Killed In Action" during action in Luxembourg.

He was awarded the Purple Heart with one Oak Leaf Cluster.
