Howard served as a Staff Sergeant & Radio Operator on B-17G #42-102488, 561st Bomber Squadron, 388th Bomber Group, U.S. Army Air Force during World War II.

He resided in Queens County, New York prior to the war. He enlisted in the Army on February 23, 1943 in New York City, New York. He was noted, at the time of his enlistment, as being employed as an Insurance Salesman and also as Single, without dependents.

Howard was declared "Missing In Action" when his B-17, for an unknown reason, did not return to base while on a mission over the North Atlantic during the war.
