James served as a Quartermaster, Third Class, U.S. Navy during World War II.

He resided in Delaware prior to the war. He enlisted in the Navy on July 9, 1942 in Norfolk, Virginia.

He was assigned to ... and served on the U.S.S. Franklin (CV-13) during World War II.

James was declared "Missing In Action" in the Pacific when the U.S.S. Franklin was attacked by a Japanese bomber which pierced the cloud cover and dropped two semi-armor-piercing bombs on the Franklin during the war. The ship suffered a total of 924 killed and 265 wounded.

He was awarded the Purple Heart.

Son of J. Elmer Powell.

He also has a "Cenotaph" at the Saint Stephen's Cemetery Park, Delmar, Delaware.
