Born December 12, 1925 in Ontario, Oregon to Ernest and Mary Margaret Waters of Emmett, Idaho, Warren Joseph Waters graduated Emmett High School in 1942. Warren served in the Pacific theater during WWII in the US Navy on the USS Watts. At the end of the war, he observed the Japanese surrender in Tokyo Harbor.

Following WWII, Warren earned a private pilot certificate and enjoyed flying light aircraft. He worked variously as a miner in the Silver Valley, owner/operator of interstate trucks, and as a popular local musician. Warren eventually retired from the U.S. Postal Service in 1985. Following retirement, he and his wife Maxine, enjoyed many years of travel in their fifth-wheel and "snow-birding" in Arizona.
