Private, 13th Battalion, Essex Regiment. Percy was the eldest of seven children of Charles Baker and Charlotte Chambers; his father had come to Tilbury, Essex, from the Tunbridge Wells area of Kent and lodged with the Chambers family, who had originated in Bradford, Yorkshire, and who also came from Kent in the early days of the Tilbury Docks.

Percy was born at 101 Toronto Road in what was then known as Chadwell St. Mary, Essex. He worked as a ship's steward and also in the station restaurant.

His parents died in 1907/1908 and he lodged, along with his sisters, Daisy Annie Rose and Rose Sarah with their maternal grandparents, Charles and Sophia Chambers at 24 Sydney Road, Tilbury Dock. His brothers, Charles, Walter and John emigrated to Canada as Home Children, having been under the care of the Dr. Barnado's organization. Charles and Walter were later to serve in the Great War in the Canadian Forces and they survived.

Percy enlisted at Grays on 17th October 1914 and was killed in action near Cambrai. He is remembered on the war memorial in Tilbury's Civic Square and on the Roll of Honour in Tilbury Baptist Church. His medals, photos, and other effects are in the collection of the Thurrock Museum in Grays, Essex.
