She was the daughter of Charles Beale Carter and Anne Stuart Carter of Sabine Hall, Virginia.
On October 10, 1842 as Ellen Williams Carter, she married W. Brenton Boggs at the District of Columbia.
They were the parents of three children. Their son, W. Brenton Boggs Jr. died on June 21, 1886 of yellow fever at Guyaquill, Peru. He graduated from the United States Naval Academy on June 21, 1875.

Boggs. On Wednesday, August 5, 1896, at 1 o’clock PM, Ellen Carter, in the seventy-sixth year of her age, widow of the late William Brenton Boggs, Pay Director, United States Navy. Relatives and friends of the family are invited to attend the funeral on Saturday, August 8, at 11 o’clock, from her late residence, 3035 Dumbarton Avenue, West Washington.
