Delbert was born on May 12, 1901 in Nind, Adair County, Missouri to Frank and Lina (Salsbury) Lowe. He married Mary Alice Meek on December 7, 1921 in Kirksville and they were the parents of two children. Mary Alice died from appendicitis on July 24, 1925 in Kirksville. She is buried next to Delbert. He married Reva (Shafer) Hays on November 3, 1927 at Kirksville, and they were the parents of a son, Delbert Dwain Lowe. They divorced. He married Laura Pearl (Williams) Eaker on December 9, 1941 in Kirksville. Delbert died from kidney failure on November 25, 1945. He was a farmer.
