Bell was the daughter of Mitchell Franklin and his 2nd wife Mary Fitzgerald. Most census and family records list her as either Dixie Bell or Bell D.

Mitchell had previously been married to Elizabeth Youngblood, who died of smallpox while he was serving in the War Between the States. Two of their sons also died.

Mary had also been married before to Adam Vandiver who was killed in the Battle of Manassas.

Some of Bell's siblings were Sarah who married Sam Hunnicutt; Rebecca, Celina who died as an infant; Agnes married Thomas Parker; and George Raymond married Mary Ellen Buster and 2nd Thursa Price Newton.

On November 9 1895 Bell married John Henry Watson, son of William Henry Watson and Mary Rebecca Bain. They were parents of James Anderson, who married Ella Wilcoxon; Thomas Amon who burned to death; Leland; Walter Virge married first Ethel Long and 2nd Clara Williams; Arizona married Floyd Baker; Carl married Myrtle Price and 2nd Minnie Price; Vassie married Clifford Poteet; Madge married Leonard Poteet; and Rufus Asbury married Francis Williams.
