Thomas was the son of David D. and Elizabeth Evans Davis, who moved their family from Butler County to Allen County about 1856.

About 1876, Thomas married Martha J. Cochrun, daughter of Elijah C. and Rachel Anderson Cochrun. The couple had seven children. One son, 3-year-old Heber, appeared in the household in the 1880 census, but the 1900 census indicated that only six of Martha's seven children were still living. The household lists the six living children and Heber is not among them.

The 1880 census indicated that Thomas, who lived in Lima, was a grocer. A family photo shows him standing in front of a store whose sign says "Davis Lima Grocery." Census records in 1900, 1910, and 1920 list him as an office worker (clerk, then accountant) for the railroad. His obituary and death certificate both indicate that the time of his death at age 70 he was an employee of the B & O freight office.
